At all stages, various departments and agencies of the State Government shall have to contribute towards the data & information collection, planning and implementation of the Smart City Proposal. In such a scenario, it is necessary to formulate an integrated team for the successful implementation of Bhubaneswar’s Smart City Proposal. Bhubaneswar has a diverse set of stakeholders that need to be included in this proposal including administration and governance, roads, electricity, water supply systems, sewerage and drainage systems, IT and Telecommunication systems along with other social infrastructure and service providers like education and health.

At the planning stage itself, this scheme for the city must seek convergence with Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission (SBM), National Heritage City Development and Augmentation Yojana (HRIDAY), Digital India, Make in India, Skill Development, Housing for All, construction of Museums funded by the Culture Department and other programs connected to social infrastructure such as Health, Education and Culture along with other policies and schemes of State Government. With this view, the following entities will play an important role as Team Bhubaneswar to deliver Bhubaneswar Smart City

The Bhubaneswar Smart City Initiative will be structured, developed, designed, financed, implemented and monitored by a Special Purpose Vehicle (SPV), which will be a company registered under Companies Act, 2013. The Company, an independent legal identity, will have designated and dedicated officials from diverse background for managing the initiative in time-bound manner with target oriented implementation schedules. The Company will be formed by State Government and will have Bhubaneswar Municipal Corporation (BMC) as the leading partner.

For expansion, the Company may include private investors/ developers, financial institutions, international development agencies and/ or Semi-Government Bodies as equity stakeholders for meeting additional fund requirement, inclusion of technical expertise and knowhow, and induction of professional management skills in its operation. The capital requirement of the Company may be funded by combination of various modes like equity, quasi-equity and debt. The central financial assistance received under the smart city mission from Government of India may be used as a seed capital for creating an enabling environment for attracting investment into identified projects.

The Board of Directors may include representative from BMC, BDA, State Government, Government of India, Private Investors, Financial Institutions, nominated Independent Directors with requisite professional expertise. The Board of the Company will drive the smart city initiatives including technical guidance and monitoring results including assessment of citizen perceptions and views received through the e-platforms created for the smart city initiative.

The details of organisational, financial and management structure of SPV are being worked out by Government. The same will be placed for information of citizens of Bhubaneswar, after approval.
